A United Nations Labor team is destroyed in South East Asia. What follows is the build-up to a terrorist plan aimed at Japan’s military, with evidence pointing to an impending takeover. The old Special Vehicle Division has scattered into other jobs and other lives. They get pulled back in. The mind behind it is Tsuge, Nagumo’s former teacher and ex-lover.

A giant-robot movie where the robots barely fight — Oshii uses a police procedural about a coup that never quite happens to predict the mood of every post-9/11 thriller by a decade.
